Final Aim [Re-Defining Problem Statement]

After all the Desk Research, Field Research and Analysis....my aim is not any more to Re-Design the Election System as a whole.. M narrowing down my Process by 
AIMING to "Increase the Vote Percentage in Elections".

so my RE-DEFINED Problem Statement is:

How to increase the Vote Percentage in General Elections of India, such that honest and passionate candidates can be elected who are aware or can be aware about the system and their role in the govt. and really have the potential to represent and work for the public through their merit, understanding and good leadership qualities such that they can make the democratic govt. work properly, ideally and practically for the people.
